First Sergeant Blue Charles Rowe, 33, of Summers, Arkansas was assigned to the 426th Civil Affairs Battalion, U.S. Army Reserve, Upland, California.  1SGT Rowe was killed May 26, 2009 by an improvised explosive device (IED) in Panjshir, Afghanistan, on his 15th anniversary in the military.  1SGT Rowe was one of three U.S. soldiers and three civilians killed in the attack.

1SGT Rowe joined the Army in 1994, just a week after graduating from Siloam Springs High School in northwestern Arkansas, where he ran track and played football. During his 15 years in the Army, 1SGT Rowe’s awards include the Meritorious Service Medal, Joint Service Commendation Medal, two Army Commendation Medals, Army Achievement Medal, Good Conduct Medal, Army Reserve Components Achievement Medal, National Defense Service Medal with 3 bro star devices, Armed Forces Expeditionary Medal, Afghanistan Campaign Medal, Iraq Campaign Medal, Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal, Armed Forces Reserve Medal with "M" device and a numeral "2" device, NCO Professional Development Ribbon (third award), Meritorious Unit Commendation, Parachutist Badge, Driver and Mechanic Badge, Expert Marksman Badge, Canadian Parachutist Badge, Posthumous awards include the Combat Acton Badge, Purple Heart, Bronze Star Medal, and Meritorious Service Medal.

A true Southern gentleman, 1SGT Rowe had a sense of adventure he liked to share with his wife and son, and he would take them on surprise trips.  "He was a big-hearted person," said sister-in-law Mindy Morales. "He was the funniest guy."

1SGT Rowe’s son is a Folds of Honor Scholarship recipient.
